Liberal Budget Penalizes Acupunctureand Traditional Chinese Medicine Students

Markham, ON – Garnett Genuis, Shadow Minister for Employment, is raising the alarm that a little-noticed provision in Budget 2025 would discriminate against students pursuing careers in traditional Chinese medicine and other professions taught primarily at private career colleges.
On page 217, the Liberal government signals its intention to limit the Canada Student Grant for full-time students exclusively to those attending public institutions or not-for-profit private institutions. Under this proposal, students enrolled in private career colleges – including those studying acupuncture and traditional Chinese medicine – would lose access to federal student grants.
“Traditional Chinese medicine is an in-demand and growing field of care in Canada,” said Genuis. “Yet the Liberal government is moving to cut off federal grants for students pursuing these careers, even though almost all training programs for these professions are offered outside the public university system.”
Private career colleges often prepare students for specialized careers where public-sector options are limited or non-existent. Removing grant eligibility would create a barrier for young people seeking to enter in-demand health and wellness fields, worsen existing labour shortages, and ultimately harm the public who are seeking these services.
MP Genuis highlighted three major concerns with the proposal:
- Discrimination against students who pursue training outside universities, making certain programs less accessible.
- Increased shortages in key occupations as students are pushed toward programs that qualify for grants rather than those aligned with labour market needs.
- Reduced access to services for Canadians as worker shortages grow in fields such as acupuncture and traditional Chinese medicine.
“As Conservatives, we believe that skills training should align with the demands of the economy, not with the ideology of the government,” Genuis said. “We cannot allow a government hostile to certain professions to discriminate against students based on where their program is delivered. This proposal is bad for students, bad for workers, and bad for the Canadians who use these services.”
Genuis has raised the issue in Parliament, questioned the Minister responsible, and delivered speeches on the importance of recognizing all professions and removing barriers to work. He has also launched a petition encouraging the public to speak out against the changes.
“I will continue working with affected students, institutions, and communities to ensure that access to these programs is protected,” Genuis added. “The Chinese community and all Canadians do not want to see these discriminatory measures against traditional Chinese medicine and other professions proceed.”
